I bought Viktor to see if he really is under powered or not. The answer is yes, yes he is. Although, one of his great strengths is a lot of derps play too over-confident against him, so it can be easy to catch people when they slip up. I played as him the other day, their Fizz fed me at mid 7-1, he kept just diving me with no HP, for some reason thinking I wouldnt just shoot him.
