I dont believe she is controlling them, i believe they are allies, although it is certainly possible she is controlling them. The "D-Bag" Is a character we have seen in many trailers. We dont know what his role is, but he does not like "The City" and is friendly with the people of the Reef clearly. He is a big story character though, that is for sure. As is the chick in the hood.
