there are many doors in the tower that were blocked off leading my to believe they will be able to Add on to the Tower in future titles and DLC. Also dont forget the Reef is another safe zone. And their may be others we dont know about, against with DLC and future releases i expect more more more,
As for the city itself? Doubtful
