Crucible quartermaster was one place off the top of my head, but i think there was others as well. At the bottom of the vendor u will see a " Material Exchange" options, where u can trade in X amount of Spinmetal (Or whatever planet u farmed for its equivalent) to get marks and reputation in said vendors specialty.
