It's a good idea at first, but I personally think proximity chat would ruin the experience. I've played in several MMOs before and when someone comes running through the city spamming texts boxes, it's annoying...now....imagine if that was actual sound in your ears and the only notification you had is a little mic notification next to their player name. That would be hard to find the person to mute them, not to mention every one else's mic notification would be going off at the same time. It seems like a good idea at first, but when you put deeper thought into it. It would be VEERRRRY hard to implement. In free roam I could see it because there aren't as many people and it's a bigger space unlike the tower. The tower would be too hard to implement.
The easiest way to meet people would be to do a strike or pvp, and go in with a mic or send someone a message asking if you can be part of their clan. Or you can always browse the forums to meet a group of people. There are tons of clans searching for members.

Because Bungie isn't always right, they are great but a lot of there brilliance comes from their community, this is one of those instances where they made the wrong decision, they are not perfect, if DayZ can do it, why can't they?
