I suggest jumping off the tower and killing yourself. Seriously, it shows up in the screen that you died. There's your "shout".
If it doesn't yield results, go to orbit and come back down. Hopefully you get a new instance of the tower and can kill yourself again for notice.

We could, you know, meet in the bar area of the tower. Would make a good place to meet up before a raid. So the signal would be sitting down at the bar.

At first sight I thought you were being facetious, but this is a really good idea. After all, level 22+ players are unlikely to be randomly falling off the tower.

It is undeniably funny when someone is messing around by the railing or dancing on the joist outcrops and you see a white skull appear. Oops. Been there, done that.

One major flaw in this plan mate. Activision Blizzard confirmed that over 4 million players logged on to Destiny during its beta phase, and as of this comment, you only have 23 replies to this thread. Lets say, hypothetically, all your replies were from individual posters. Thats only a 0.000575% response rate to your lame ass idea. The odds of running into anyone on this thread are incredibly small. So when you start throwing yourself off the tower in the vain hope that someone here happens to see you. I hope it was worth it. Stick a sign up board in the tower or a customisable emote to signal your willingness I say. It would take no time at all to implement and would be a helluva lot more effective than an idea that has people asking "is there something down there I should be looking for?" while you cry and wonder why no one is inviting you to a raid.

The bottom line is this. There needs to be some universal way for someone who needs a raid group to signal this in game. I remember way back in the early days of DCUO before dueling, heros and villains would meet in the PVP phase, atop Star Labs, and stand around. When someone wanted to duel, they would walk to the middle and wait for someone of the opposing side to challenge them. The signal that both were ready was that they would both bow. I'm not suggesting that killing yourself be the end all be all solution, but if you want to make it easier for people with minimal friends online, then we need a common signal. Checking the forums isn't always an option.
