The Jackals in CE-Reach are the mainstream variation of the species, they come from Ruuht - a continent on Eayn. Skirmishers are a sub-species from a local asteroid colony called T'vao, and the Jackals in Halo 4 are another sub-species from an isolated continent called Ibie'sh.

You can apply this to the Jackals in Halo 4 too. They're simply a different breed than the ones we've seen in previous games.
