Uh... no. Bungie always intended to hand Reach over to Microsoft; it was to be their last hurrah in the Halo franchise. Their intention was to shift all focus to the development of Destiny after Reach launched.
They said in the Destiny ViDoc, "Pathways Out of the Darkness", that they were committing the entire company to Destiny; that meant handing support for Halo:Reach over to Microsoft and 343i.
