I agree. Without an adequate form of communication, the game will not have a flourishing in-game community. The chat modes you suggested are great ideas.
Another suggestion: incorporate an app on our phones that we can use to type/voice chat to other players around us.

Thank you! A mobile application for chat would be interesting, but that would, as Stygian Mole said, hamstring those of us whom don't possess smartphones. Thank you for your feedback!

An interesting idea. Though that hamstrings those of us that use phones other than Android and iOS. Frankly, as long as there isn't a permanently active prox chat, I'm not bothered (just don't let it affect the game's performance ;)
