If it's your car and he's your passenger, you share the fault with him. You could stop driving if he doesn't comply, causing him to listen to you and put it on if he doesn't want to be late. But it sounds like you didn't.

You're ignorant to the fact that you both share the fault. You are the driver, you have control. If he chooses not to wear a seatbelt and you don't want to get a ticket, you don't have to drive. All you gotta do is tell him to put on a seatbelt or get out.
