CPU idling at 40+ degrees.

Can somebody help explain this to me? When I originally built my i5 4670K PC, it would idle at 28-35 degrees. Now I'm idling at a steady 40 degrees, with bumps being as high as 44 to even 50 degrees. I'm not overclocking, though I previously was, but since I had some issues and refused to increase voltage, I simply reset my BIOS and just clocked the RAM to the packaging specifications since "automatic" made it go slower than its intended speed. Certainly it can't be this though. I haven't had any bluescreens like I was getting once in a while with the 4.2 GHz overclock with no voltage increase. What's going on here? Am I going to have to reapply the thermal paste?
