They're reasoning makes no sense at all. I love how they address the whole thing with lower FPS, but never even touch on higher FPS. So what's going to happen when you're FPS isn't locked and running higher than 30 FPS? Do tell Crapcom, because I would LOVE to hear why you think it would be a bad thing.

FPS Doesn't mean shit to me. Zelda OoT ran at 20 fps NTSC-U/C and NTSC-J It ran at 15 fps PAL, and It was still awesome. However, I will say playing a Sonic game at 30 fps is awkward as hell.
