You should create a group that is full of people that agree to this code and it's goal would be to hit up creepers and send them sulking away from attempts against women. You'd warn them and everyone in the whole group would give the creeper bad rep, report and mute him/her so them their average rating would be -1 or less after one attempt. I'd join such a group.
