Just because Destiny is using capes doesn't mean Halo can't. Chief may not have wanted to be recognized or genuinely did need the extra protection from the wind as his armour was damaged. Nowhere did I think 343 ripped of Destiny as cloaks aren't exactly a big part of Destiny anyway. Ripping off Destiny would be if the covenant wiped out humanity and there was one safe city and Master Chief suddenly got jedi powers.
