It is online always...
The Xbox One checks every 24 hours for an internet connection. If you don't have one then you can't even use it until you have one; you won't even be able to watch DVDs and Blu-Ray discs (the Xbox One has a Blu-Ray drive...) without an internet connection which sucks if you are in a very poor or rural area with extremely spotty internet connection or you are in a storm that's knocked out the internet.
