The big issue is that the food supply should be transparent and honest as to what is in food.
There isn't anything "wrong" with horsemeat, it isn't dangerous, it isn't unhealthy, there is a bit of a cultural or social "ickiness" to it for some people, but it isn't harmful. But it is not beef.
The problem is that food should be what the seller/producer says that it is.

No. The supplier of the "beef" was not maintaining proper controls over their supply chain of meat suppliers.
