Am I missing something? What is so important about Jul 'Mdama, and didn't we kill him in like Episode 4?

Jul 'Mdama is the leader of the Storm faction, the Covenant we fight in Halo 4. You killed Par 'Vol, a high ranking Elite who you could say was 'good friends' with Jul.
