Or you could, ya know, tell your phone carrier you are out of country and get an out-of-country plan for that time period. I can't see how that is prohibitively more expensive than an international sim card.
The data from providers like ATT is generally cheaper than international sim card rates on data that I've seen. Most sim cards are 0.49 per meg and ATT runs 0.25 a meg or lower.
Calling is more expensive, but who really makes a lot of calls nowadays anyway.

Yeah but a $500,000 fine just for unlocking it yourself? That's just ridiculous.

Realistically, such a fine would never be imposed by a court. You have to understand the business model of ATT and Verizon. When you get an iPhone 5 64 GB for $399 on contract, ATT is subsidizing the cost to you. They paid Apple $849 for that phone. They recoupe that subsidized cost through monthly fees. If you early terminate, their early termination fee does not fully cover that subsidy nor are early termination fees often recouped. Costs are extremely high for debt collection so frequently ATT/Verizon/etc. just sell the debt to a collection agency for pennies on the dollar to get them off their books.

A fine of 500K could be imposed if the prosecution tries to make an example out of someone. Also, unlocking a phone is considered a breach of contract. Shouldn't the service provider just force the user to pay the full price of the phone or just go after the user in civil court if the service provider feels it fit?
