Being able to discern certain colors is pretty important. Regardless of the country you live in. The idea isn't that you PROBABLY would never be in a war, its that you COULD be in one. They have to be selective about that kind of thing.

You can function almost entirely being colorblind. Even in color-sensitive instances the average colorblind person is still more than capable of making accurate decisions. I'm not sure what you're understanding of colorblind is, but unless you're a pilot it really wouldn't impede with your functioning. Even then there's ways around it.

Read a terrain map hen colorblind. It's green, red and blue. That's it.

And being red-green colorblind, I would have limited, if any, issues with this.
