API is showing you have the dungeon keys unlocked on your Playstation* character set but not your Steam/Xbox. One thing to keep in mind is that dungeon keys are applied to the active character set at the time of purchase/sign in, so if you for example had Playstation set as the cross-save active profile and purchased the annual pass edition of Lightfall then the dungeon key and season passes were applied to the Playstation account and when cross-save gets disabled the Steam account doesn't get it issued to it because they were already redeemed.
