I recently purchased Witch Queen to complete my set. I noticed in one of the forums that I'm suppose to be able to access them at the Monument of Lost Light. I opened all of them in my inventory. In fact I had all the other dungeon keys for some time now yet I still can't access some past seasons at the kiosk.

Check inventory-> wrapped items in case you need to unwrap the key. If its not there, then fill in the form linked at the bottom of the following page: https://help.bungie.net/hc/en-us/articles/360049497351-Contact-Form-Missing-Eververse-Item-or-Add-On-Items Bungie will review it, and in most cases simply apply the passes/dungeon key to the active account. They review tickets Monday through Friday during business hours.
