No PC performance patch... but
Double check if your mouse has enhance pointer accuracy. I updated my computer and it turned on by itself. This alleviated some frame stuttering issues but not completely. Also the frame stuttering is not that bad when you use a controller.

Thanks for the tip, didnt check this out. I know this has been a thing for years and I have disabled that, but updated my PC many times so have not checked this. Will do later tonight! Thanks anyways for the tip.
