July 7 server update
According to the website the server update ended at 11am my local time. Some folks online said the game will be back by 1pm my local time (server reset). However, I have no option on Steam to download and update and it is after 1pm local time.

Keep checking, possibility with restarting Steam. Was speaking to someone about a different game earlier and it took an hour for their update to launch - so Steam might just be running a bit slower with pushing updates to people today.
