Appeal — I can't submit it.
I can't file an appeal; it keeps redirecting me to the game's main page for authorization. Authorization doesn't help

If not, could you go to Settings, Email and SMS, and make sure there's a unique email address there, not an email address that could possibly have been linked at some point to another Bungie Account previously - then try again.
