Lock the gains at 5% per hit, but reduce the internal cooldown to 0.2 seconds from 0.4 seconds.
The thing that made the starfire build powerful wasn’t the nades on their own, it was what was being used in tandem — Demolitionist rocket launchers. Because the gains aren’t being increased but instead the internal cooldown is being reduced, this combo still won’t be as powerful as it used to be, therefore meaning it’s nerfed down to feeling good but not quite OP as the only real combo to maximise its effects would be a machine gun (or microcosm if you’re fancy).
And even with those changes, it’ll remain at only half the effectiveness as it used to be (grenade every 4 seconds as opposed to a grenade every 2 seconds in its prime).
Overall, this will push Starfire into feeling good again and viable for its intended purpose, but not outperforming the effort-heavy rotations that rightfully dominate the DPS META.
Even Truth has an effortless rotation which outperforms most builds straight out the box. Starfire deserves this.
Edit: The changes I suggested will encourage and reward the use of multiple weapons in the loadout instead of crutching one weapon the whole time.

It’s never been stronger. But there’s also a lot of other builds that have been buffed up since then.
