Bungie will not manually give you it, and the chance of them adding a source for giving deluxe preorder items out is near absolute 0. Not impossible for them to add a source, but any consideration of it would be at the extreme bottom of the list of things to implement. The only exception really was the Cayde pack and the Exotic weapons, but in those cases they were already advertised as being a timed exclusive and would be available to others after a few months; so aren't really the same as items not advertised as timed exclusive like the Sparrow.
