That means that when you log in on both Steam and PSN, this blank Steam account is what you load into. Any characters on PSN have not been deleted, but are dormant and inaccessible while cross-save is active. If you meant for PSN to be the Active account, you'd need to deactivate cross-save and reactivate it correctly, after the mandatory cooldowns have elapsed.
