So in my opinion, this has been a fundamental issue for the game since its release. Part of what made d1 so good was you had to put a little time into getting that loot you wanted. For those who got lucky they could get a unique gun that would DEFINE their playstyle in d1. The guns would be good but not to the point where you needed to flood yourself with random modifiers to make things remotely challenging not to mention you had to do all the resource collection and all that as well. My point is right now in d2 we are so spoiled with loot that frankly is the reason why we have the issue with vault space to begin with. There is an overabundance of loot that ranges from mediocre to top shelf and everyone's vaults are filled with the top shelf god rolls at tier 5 and have a literal vault shaped swiss army knife to throw at the game. Hence why people think the game is easy, -blam!- would not be as easy if you were using regular old blues or just some random guns that were lucky enough to drop. I don't even think I'm going to mention how SOME exotics are just handed to us for free no questions asked. This was ESPECIALLY -blam!- in d2 year one where you could literally get exotics from public events. Tldr. The biggest reason this game struggles with player retention is because "Legendary" drops have been downgraded to common tier loot. You can bury the community with as much candy as you throw at them you cant really blame them for leaving because there is "nothing to do". If you want to Make a d3 give it d1's loot system (Longer but not oppressive and more rewarding with loot quality over quantity) and the buildcrafting of d2. But most importantly just bring back strikes and PVP maps
