I purchased a copy of the "Year of Prophecy" DLC on Steam as a gift for a friend who lives in Kyrgyzstan. Since September 16, access to the game has been restricted in that region, making it impossible to use the content.
Since then, I have repeatedly tried to request a refund, but Steam support has denied it, citing their standard refund policy (less than 2 hours of playtime and within 14 days of purchase). However, the DLC became inaccessible due to external restrictions beyond the user's control. I was also referred to you as the developer/publisher, with a direct link to contact you, but none of the options provided are relevant to my issue.
I kindly ask you to clarify how I can obtain a refund for content that is no longer accessible, and what steps I should take in this situation.
