old exotic quests
does anyone know how or if you can get old exotic quests or are they just rotating in the portal.

Assuming you mean the exotic missions? if so: Avalon, Encore, Presage, Starcrossed, Kell's Fall, and Whisper are available in the Portal. These don't rotate besides it swapping which mission has the featured gear. World -> Legends has the same exotic missions as Pinnacle Ops (the 6 above) but also Zero Hour, Seraph Station, and Vox Obscura. In the World->Legends tab the Zero Hour and Whisper missions are always available, the other ~7 are on weekly rotation with Starcrossed being the currently featured.
