Charge Time masterwork doesn't grant tier-based stats
When masterworking weapons, they usually get bonus Range, Stability, Handling, and Reload Speed equal to their tier. However, the Charge Time masterwork does not. I have confirmed this on Burden of Guilt - pictured here - and Boomslang-4FR.
