Today, without Delta Caps, at 454 Power, I can get Tier 5 drops at 456 from Solo Ops Caldera on Grandmaster with -6 Power Delta.
Under the proposed Delta Caps, -25 Power Delta will be the easiest option to get Tier 5 drops or to make Power progress at 454 Power.
Delta Caps would remove my choice of a lower difficulty run that still makes progress and gets Tier 5 drops.

My understanding of Delta Caps in 9.1.5.1 in the 9/25/25 TWID:
- Tier 5 drops will continue to reliably drop only for A and A+ Reward Scores at 450 Power and above in Grandmaster and Ultimate difficulty Portal activities.
- Power drops will continue to only drop within the Range of each Difficulty (so Master drops a maximum of 400 Power).
- Portal activities will remain at their current Power levels
--- so Grandmaster will always be 400 Power with a -25 Power Delta
--- which means a -50 Power Delta at 350 Power, and -25 Power Delta at 375 Power and above
- Portal configuration will not include any options to impact Delta Caps
- Player Stakes will continue to increase projected score, just like Challenge Modifiers will
How I prefer to play Destiny 2:
- I want Tier 5 drops
- I want to make progress as quickly and easily as possible (before Edge of Fate, I found the difficulty of Grandmaster Nightfalls stressful, and avoided them)
- I only want to play solo or with Guardians I already know
Today, before Delta Caps, at 454 Power, on Master difficulty, I can configure Caldera to a 450 Power maximum, which is +4 Power Delta, and only drops a Tier 4 at 400 Power. So Master difficulty and below don't drop anything worthwhile.
Grandmaster difficulty can be configured to 460 Power and drop a Tier 5 at +2, today, at a -6 Power Delta.
- Challenge Modifiers +60 total
--- Banes +20
--- Battlefield Promotion +20
--- Hot Step +10
--- Subtle Foes +10
- Player Stakes (maxed out)
--- Touché
--- No HUD
--- No Starting Ammo
--- Brawn
- Boons
--- none
Reward Score Forecast shows an A with a Tier 4 drop at +1, but finishing within the time bonus will result in an A+ with a Tier 5 drop at +2.
As my Power increases, the total Challenge Modifiers required for an A+ with time bonus increase more slowly. So the Power Delta will decrease and eventually go positive. At 453, it was -7, and at 454, it is -6. Increasing my Power will make each run easier and faster, so I'm rewarded for increasing my Power.
When I reach 500 Power, with Delta Caps, the Power Delta for Grandmaster will be -25 or greater, with no option for a lower difficulty, and I will still need Player Stakes and Challenge Modifiers to get enough Reward Score for an A+. In fact, with Delta Caps, only Normal Difficulty will have a lower Power Delta than Grandmaster does for me today.
I prefer easier runs. I prefer the challenge of learning and running raids and dungeons, and dislike difficulty options that just increase enemy health and decrease player health. I respect others who prefer something else.
Today, we can all make our own choice and still get meaningful rewards and make progress. Delta Caps will remove that choice and render Power much less meaningful.
I would greatly prefer the suggestions Cheese Forever made:
1) communicate the score increase from Bonus Time in the Reward Score Forecast
2) highlight the Player Stakes options
3) cut the Power increase of all Challenge Modifiers in half.
Please do not add Delta Caps to any activity.
