Sounds like you bought a steam key from a reseller ? Unfortunately their liability only seems to extend to whether the steam key works. Steam won’t refund as you didn’t buy it directly from Steam. It’s one of the downsides of doing it that way. You save money at the outset but don’t qualify for steams refund policy.
