I am writing to bring attention to an ongoing issue that myself and a significant number of players from [b]CIS[/b] countries [i](Russia, Belarus, Kazakhstan, etc.)[/i] have been experiencing for over a week across all platforms [i](PC, Xbox, PSN)[/i]. We are consistently encountering the "[b]Tapir[/b]" error during the initial connection/login phase to Destiny 2 servers.
[b]Our Observations and Analysis:[/b]
1. [b]Workarounds Exist[/b]: The issue can be temporarily bypassed, which is noteworthy:
• [b]On PC[/b]: Using a VPN only during the login phase works. Once authenticated, the VPN can be disconnected, and the game runs perfectly stable without disconnections.
• [b]On Xbox[/b]: Simply changing the DNS servers resolves the problem.
• [b]On PSN[/b]: Changing DNS only works for accounts not registered in Russia. Russian PSN accounts still cannot connect.
2. [b]Diagnostic Evidence[/b] [i](Traceroute)[/i]: We have performed traceroutes to Destiny 2 authentication servers. The trace consistently times out at hops within the Akamai CDN network. This indicates that the connection issue occurs not within our local ISPs or countries, but specifically when reaching the game's infrastructure. Below is a typical example.

3. [b]Key Point[/b]: After successfully logging in (via workarounds), the connection to the game world is completely stable. Furthermore, the Bungie website and Destiny Companion app are accessible without any issues.
[b]Our Main Concern and Reason for This Post:[/b]
Initially, Bungie Support agents acknowledged the increase in "Tapir" reports and stated they were investigating. However, recently, the responses have become a standard copy-paste message: "[b]Destiny services are not available where access is restricted by law.[/b]".
This response has left us confused and seeking clarification:
• [b]Which specific law is being referred to?[/b] We are not aware of any laws in our respective countries that restrict access to Destiny 2. The fact that the connection works flawlessly once a VPN or DNS workaround is applied strongly suggests that the block is not originating from a legislative measure on our end.
• [b]Why are multiple CIS countries affected?[/b] If this were a targeted restriction against one specific country, why are players from other, neutral CIS nations like Belarus and Kazakhstan experiencing the exact same problem?
[b]Our Request:[/b] We kindly ask the Bungie team to provide a more detailed comment on this situation. If this is a technical issue (e.g., an unintended block at the Akamai level), we are ready to provide any additional diagnostic data to assist in resolving it. If this is a deliberate policy change, we would appreciate a clear and official statement.

thank you for analysis and level-headed request for clarification. bungie's repeated failure to address this issue in a non-incendiary way has been disappointing. even if they don't have a timeframe for a fix or, worst case scenario, intention to do something about it, this sort of non-communication is unacceptable. im checking out of destiny related activities for greener pastures at this point until this stuff is sorted out. ive lived through roskomnadzor's early idiotic telegram bans dropping half of the internet, including psn, for some months, probably will live through this as well. i hope to return, and i hope even more that there still will be a game to return to, even though it becomes increasingly implausible.

On top of that, if more awareness is brought upon this situation, then hopefully you guys are able to either get that help or get closure. I know most of you guys are trying to just play the game or are avid fans and you are swept up with the turmoil from your governments actions, so my solidarity goes out to you. It means they won't spend time or resources troubleshooting new network issues for regions that are under sanctions. Users that have the option to create non-RU accounts might still be able to login to the game and bypass the TAPIR error.

Of course they would not advertise this fact due to the nature of the work certainly not until works are complete and certified. It sucks that sometimes our gaming hobby can be severely affected by outside influences but it's happened historically (Sony / Lizard Squad in 2014). I support OP's request. Bungie should most definitely clarify the reason. If it is ban for Russian users, then bungie should say so and allow non-Russian users a clear way to report access issues and bungie should fix the problem and compensate. Otherwise users are speculating what is the reason for this outage and it starting to look like bungie nuked Russia along with a whole bunch of other countries as collateral damage along with non-resident russians without any way for appeal. That's a bad way of dealing business. If bungie nulls it's contract obligation to provide service with a user who purchased it, bungie should state it clearly, not ghost them like a teenager.

I can confirm that all "magic" starts at Akamai hop, i can provide same trace logs. And this mess all around whole CIS, countless providers. Is this new-old Sony policy about game restrictions for countries with no official PSN support? I ask about clear statement about situation, bcs this time obv it is not about our goverments laws - this is a) YOUR CDN mistake, OR b) works like *sarcasm* intended.

The fact that Destiny 1 is still working makes such explanation as “the law” even more rediciolous. Maybe this law restricts the digit “2”? Thanks for such a competent analysis and bringing all emotions to specific words.

to add insult to injury - you can login into D1 with no workarounds right now from any account which makes these claims of some law that restricts the service even more laughable It is more probable that this "Destiny services are not available where access is restricted by law." statement will be a universal write off to any complaint from any user affected by this situation. Legally they stated the reason of terminating the access and actually dont have to elaborate any futher It is a sad situation for all the players involved and the one that will surely affect the future of the game simply on the merit of shrinking already bleeding playerbase. This whole ordeal should be a cautionary tale to any player tho as this situation highlights how faceless and soulless these companies really are.

If you're playing on Steam, submit a refund request for whichever Year of the Prophecy edition you bought, pick "multiplayer not working" and put "Cannot access the content I paid for and play the game anymore due to Bungie restricting access in my entire region and the resulting Tapir error codes". They issued a full refund for me in a matter of hours. If for some reason they deny your request, ask to escalate and keep trying. It's clear that asking questions and trying to do this the nice way is met with ignorance and automated non-answers. So start speaking the language they do understand - money. Vote with your wallets:) Plenty of other great games out there that don't treat you like your money is good enough but you aren't.

Bungie has to elaborate on this. They're ignoring an entire part of the world. If they don't set people's minds at ease, then those players won't want to come back even after the server situation gets sorted.

No, it's much simpler. Bungie has -blam!- up again. They -blam!- up absolutely everything, even when it comes to developing a position on an issue and writing about it on the forum. They've even -blam!- that up. "Destiny services are not available where access is restricted by law." What kind of idiotic phrasing is that? The person who came up with it is undoubtedly a moron. What law? Whose law? At first, I spent a long time trying to figure out what it even meant, and then it hit me... Is Bungie trying to tell me that all our countries have cut themselves off from Bungie and it's not their fault? Well, that's complete nonsense. If you look at the root of the problem, all the evidence suggests that packets are being lost at the Akamai CDN level. Fine, I'll allow for the possibility that Akamai is blocking Russian and CIS IP addresses. If you turn on a VPN and try to connect from an "unblocked" account (an account from another European country), it lets you in. If you try to connect from a Russian PSN account (you can't change the account region) but keep the VPN on, it still won't let you in. Tell me, does the Akamai CDN get information about my PSN account? That's bullshit. Akamai allows the request through because it's coming from a European IP address, but the request still gets blocked because there's a second check for the PSN region. Only Bungie can perform such a check, no one else. These idiots are too stupid to even lie properly. Did you really need two weeks to come up with this crap: "Destiny services are not available where access is restricted by law."? Have some decency, you cuties. Publicly announce the blockade or admit that you've -blam!- up yet again.

Responding as a concerned player. Traceroute shows path your connection takes. The last point of connection could be the cause of the issue. A simple “whois” on the IP on last jump shows the router’s owner/operator details. There are other networking tools a general user can use to further root cause. As stated a VPN will work around this gatekeeper. Certain countries have rules and for some reason black listed the Bungie servers or originating servers. As much as I want to blame Bungie, any stance they take will be met with worse treatment by just naming the law or country blocking them.

If you are playing through Steam - create a ticket for a refund. Steam will process it in a matter of hours. If bungie don't want to dignify us with an explanation or fix the issue - vote with your wallet. No game access - no money, give bungie what they bargained for.

Попробовал делать трассировку через разные европейские страны и получал примерно такой же результат, но при этом в игру входить "через эти страны" получалось без проблем. Для Германии, например, маршрут также обрывается на po110.bs-a.sech-fra.netarch.akamai.com и дальше нет ответа, но ошибок входа нет.

The EXTREMELY (dis)respectable support bot accounts should have at least written a few lines about the results of their week-long "investigation," instead of just one dry one. If you search for "error code TAPIR" on the Bungie help website, the description to Tapir it says "if you see this error Destiny is likely down for maintenance. To check the status for Destiny, please watch our Twitter feed at @BungieHelp. 🤣🤣 that's pretty strange even for Bungie. The official description to this error says maintenance but a Dev wrote you its a law problem with your country? 🤣👍

Changing DNS on Xbox doesn't fix the error; I've tried a bunch of American and European DNS servers.
