Buried Bloodline not dropping

I’ve run warlords ruin 69 times each week all three characters. I beat it solo and have the Wrathbearer title. I’ve helped 5 of my clan mates get buried bloodline. Is there a bug where doing triumphs isn’t actually making it have a higher drop chance?
