Dragon's Breath Catalist Quest - I have the Quest An Old Flame ..but the Launch button is grayed out and I can't launch it. How do I fix this? Please let me know Thank you

The Catalyst quest required you to do objectives detailed in the quest. There is no set location to acquire it.
