I don't think the helmet exotic perk stacks with surg mods, if that's what your saying.

Not realy, just the helmet buff, not any surge mods equiped. If i dont use the helmet and equip surge mods those work. If i have the helmet on and no surge mods the helmet buff will activate but damage wont work
