Same with the warlock I just created. I did all campaigns and dlcs and unlocked all subclasses. Still can't launch it and the icon was saying it was for The Menagerie.

Hey if you still have the issue, if you can find someone who hasnt completed the first mission but has access they can drag you through it, stay in the mission until the timer runs out and it takes you to spire, then fully play through that. You might not be able to manually launch spire but this will give you access to fireteam finder option to run it hope this helps
