You would need to deactivate cross save -> unlink the old account -> link the new account -> wait 90 days -> reactivate.
During that time you will need to be on Steam to use your characters

the problem is i do not have access to my old playstation account so i cant deactivate it from there will this method still work?

Contact Sony to request assistance in gaining access to your acct. DO NOT mention cross-save or Bungie. If you do they will attempt to tell you to contact Bungie. If you cannot regain access to the acct then you will not be able to remove it.

to deactivate CrossSave and unlink you need to authenticate all accounts, including the old PS account. if you're not able to you'll have to work with PS support to regain access. if they can't then it's stuck this way

No, you will need to have the login to be able to do it. You'll need to work with PSN to recover it, if you can't recover it then you can't alter your setup
