Already purchased dlc not linking to all accounts
I’ve purchased all of the dlc packs from the start of destiny 2, I have all of my accounts that I used in the past linked. How do I get my past dlc to work?

You purchase them for each of the platforms you intend to play on. Purchases do not transfer between different retailers. This applies to all video games and other media, not just Destiny 2. If you were to buy CoD on Xbox, would you expect it to work on PlayStation? No you wouldn't. You were told during the cross-save that purchases do not transfer. -
Expansion licenses are per platform, they aren't cross-platform and need to be purchased on any platforms you want to use them on
