Your niece is likely under the age of 13 which is the age of digital consent. Players under the age of digital consent will be restricted to what they can do.
If this is incorrect, your niece can use the form linked below to correct this information. Your niece will need to provide ID (such as a passport or other government ID) to prove their age.

Thanks so much for the fast reply. That would be great if that is all it is. My niece is 29 but she said she didn't get a birthday request when the rest of us did. She is working on it now and hopefully this will resolve the problem. I just wanted to say thank you for the help and I will post if it works.

Extra note: Bungie replies to support tickets during normal office hours in the PDT zone. It could be a few days or weeks before she gets a response due to the high number of tickets Bungie gets every day.
