I am also having same issue. Get NO rewards or Loot from the final chest in event and then Glimmer keeps showing up on the side, after event I go to Orbit and glimmer keeps "rewarding" on the side with no loot and no quest progress.

I stayed in the commendations/post game lobby and did not return to orbit after the activity. I had to stay there for an additional 10+ minutes and kept getting glimmer and hype. I was able to progress the quest.
