You will need to contact Xbox Customer support to have it removed.

Can they remove it...? Because it is not my XBOX account its from the hacker. He hacked my steam account then connected his XBOX account to my Bungie account. So I changed my steam password but since my origins account is PS Network I cannot remove the linking between my Bungie account and the hackers XBOX account.

The only thing that Microsoft support would be able to help with is regaining access to the account. Mentioning anything about Bungie, Destiny 2, or Cross Save would cause them to give you the runaround.
