The Well of Radiance buff is radiance AND restoration (albeit on steroids). The only difference is that to combat requiring it in DPS WoR no longer stacks where radiance does.
The real question is this:
Can you seriously not get radiance? That is about half the point of the solar subclass. I sneeze radiance. Why WoR is seriously overrated.

As far as I am aware well overrides that radiant buff. Not a big deal but for hunters where your super is buffed if you are radiant the well atually ends up decreasing your damage as radiant and wells radiance are two separate things

I 2 phased Rhulk with all Hunters, running that encounter flawlessly. No Well. No Bubble. Just my sneezing friend, Divinity, a shittion of Sleepers, and a healing grenade.
