Could be your CPU holding back the GPU.
Increase graphics settings and you should see the usage up
Reason in orbit you see 100% is that it's uncapped fps and very low cpu overhead. Happens with menus screens.
You should cap to max of your refresh rate if no Freesync/G-sync, or 3 frames under if using Freesync/G-sync.

Ok well it only drops frames when im with other people whether it be randoms or fireteam members if anyone is around me my frames get -blam!- and its not just destiny that does it.

im noticing frame drops in every multiplayer game now and its been getting worse over time

When I cap it to 144 fps I can’t even keep it at 144 even with everything set to low or off except for texture quality which is at high well whether I cap it or not I can’t even keep 144 most of the time. I have a 3070 and an intel i7 12700k

Oh okay, your CPU is decent. Then it's the common issue with MMOs: memory latency. Whenever stuff gets heavy, there is a penalty for it. That's why stuff like the AMD X3Ds have pretty good 1% lows. But don't set it to low. Increase settings to place some load on the GPU. It's a common thing, especially in the tower. That's probably where memory latency hurts the most. You'll need like XMP RAM with good latencies (like DDR5-6000 CL30 or something) to mitigate as much as possible with that 12700K.
