It is not possible to see when they were deleted, only that the api shows your account was last played approximately 2 months ago. Unfortunately, Bungie does not restore lost or deleted items or characters. Characters can only be deleted in game by following a series of specific button/key presses and gear requires an elongated button press to delete.   • Thanks for the answer. I have all of the safety measures in place before hand. Its still seams like it happened when bungie was dealing with the mass character deletion problem during the early part during Season of Wish. One day I had the characters and the next they were gone. I was hoping to resolve this issue with out having to put hundreds of hours back into this game.

    Contrary to what several game media news outlets tried to report on, there was no mass deletion issue. One singular person had their characters restored; everyone else that was claiming it were found to have either done it themselves, or not had characters deleted at all. Even that one person that had their characters restored didn't get them restored because they were deleted by the system; Bungie decided to do so since their system at the time had some things they thought looked a bit weird concerning that one person around the time of deletion. You should be able to do an internet search to see the outcome of all of that and what Bungie's responses to it were.

It was proven by Bungie all claims were invalid. Characters can only be deleted in game, buy pressing a very specific series of on screen prompts. Someone with access to either your xbox, playstation, or pc or who was able to login using those credentials deleted them, and apparently created new ones. I wish there was a more favorable answer, but there is not. I would still recommend reupping all your logins to be safe.
