Yes - it is a known issue.
It listed in the Known Issue post over on the Help section of the forums

So it's still not fixed this issue ??? Sorry if I'm asking again but I'm really struggling from 2 weeks ago to finish this exotic quest 🤦🏻♂️

It has not been fixed and as to when that might be is TBD. Best you can do is watch the TWiD to see when they are planning to release the fix, which is usually done as a part of an update.

I tried now and finally it worked for me as DiLei said, after drop the item teleport to Helm and don't pick up the new order, and before discard the old one 🙂👌
