You either have 80 resonant already in your inventory, or your inventory is full. You can dismantle them if you already have resonant in your inventory

That was indeed the issue. I missed the "Not enough Space" message and focused on the "this currency can not be obtained" text, and didn't think to check my inventory. Clearing out the 80 resonant I already had let me accept it from the quest and complete it. Thank you very much!
