Have you tried it with actual enemies? To my knowledge these targets won't ever proc it.

Yea, I did the entire dungeon and saw it show one time. My other fireteam members saw the same. It’s the cleanest here but it shows the same results no matter where you are.

Also ensure that you don’t have other buffs in queue, otherwise you will not be able to see the buff timer. The buff is still active even if the timer is not viable.
