no, not really. They're weaker than fusions in general and require far more risk. The only 2 perks that allow shotguns to contend with anything are Trench Barrel and One-Two Punch

You cant just think of PvE when any change effects both. Edit: shotguns have also mostly been a PvP weapon. D1 they were PvP and D2 once special came back they went back to PvP weapons. Shotguns are PvP not PvE weapons.

Berserker is also an exception because it's currently really overpowered. And saying a weapon is meant for a certain gamemode is a really bad excuse for denying valuable charges in other places. You're also incorrect in saying they are PvP centric, because Bungo have continually given them powerful PvE damage perks and abilities. The perks I mentioned before are great examples of this

Slugs are the only real PvE shotguns, OTP makes melee builds viable (it can also be used on arc hunter it just isnt as strong) and shotguns are more for PvP. Just because gear can roll perks for different modes it does not mean they are meant for that mode. For example you can get 180 HCs with PvP perks and 120HCs with PvE perks but 180s are not PvP weapons and 120s are not PvE weapons. Perks do not determine whether specific types of weapons are PvE or PvP, some weapons are meant for PvP and others for PvE.

that's not what I was saying, just that Shotguns are clearly meant to have utility in PvE. If not, Acrius, Fourth Horseman, Conditional Finality wouldn't exist, and perks like Vorpal, Trench Barrel, OTP, and Surrounded wouldn't be available on them.

Thats like saying the trials glaive is useful in trials. As i said just because something can have a perk meant for a certain mode it does not mean that type of weapon is meant for that mode. Exotics are also an exception in general and should not be used as an example when talking about legendaries.

no weapon type is meant for one game mode specifically. If you want to argue that a certain weapon is more viable in PvE or PvP, that's fine. There are obviously weapons like Chaperone and DMT that perform much better in PvP compared to PvE, but you're suggesting that entire weapon archetypes are designed only to be useful in one part of the game. This is very much incorrect, as even if certain types of weapons favor a PvE playstyle, they aren't meant to only be viable there

Ok go use a non exotic 180HC in crucible, it wont go well. Weapon archetypes are designed for certain modes which is why all in that group excell in that one mode and underperform in another. Its been that way since d1.

If a weapon type is bad in one mode, it's likely also ineffective in another. 180 HCs are an example of this, as are 360 Autos, 260 Sidearms, and Lightweight Bows. You've also strayed really far from the stance you originally gave that shotguns are already powerful enough. You haven't proven this, and instead you ramble about how shotguns shouldn't be used in PvE, despite the fact they they have always been effective and widely used in PvE, even and especially in D1. Speaking of D1, weapon frames were in a far more balanced state there. Pretty much all frames were effective, but had different uses. In D2, though, we've gone through and are still in a state where some weapons in an archetype are entirely useless because a different frame is far more effective. 150 HCs and 150 GLs are an old example, while Non-Precision Rockets, and Wave Frame GLs are a more recent one.
